The NCZ pathway recognises those different starting points while ensuring that clients can develop into more mature levels without having to restart their journey. Data, boundaries, reporting processes and improvement priorities are progressively strengthened as the organisation advances.

The framework supports organisations by helping them to:

Standards and methodological foundations

NCZ reporting is developed using recognised greenhouse gas accounting principles and methodologies. Depending on the level selected and the organisation’s requirements, these include:

• ISO 14064-1, for the quantification and reporting of organisational greenhouse gas emissions;
• the GHG Protocol Corporate Standard and relevant Scope 3 guidance;
• current UK Government greenhouse gas conversion factors and other recognised emissions datasets where appropriate;
• PPN 006 requirements for Carbon Reduction Plans used in relevant UK Government procurement;
• ISO 14068-1 principles for carbon neutrality, where carbon neutrality support is separately commissioned;
• Science based target and net zero criteria, where an additional NCZ alignment confirmation is selected.

NCZ certification provides a robust, specialist led framework through which organisations can measure, manage and evidence their progress, and prepare for further external assurance or validation where required.

1. Blue Award: Establishing initial understanding

Purpose

To provide a proportionate first step into carbon measurement for microbusinesses and smaller, less complex organisations.

The NCZ Blue Award helps an organisation move from assumption to an initial quantified view of its emissions. Using the NCZ carbon modelling tool, the organisation provides key operational information from which an indicative Scope 1, Scope 2 and Scope 3 footprint is produced.

What the Blue Award provides as standard

• access to the NCZ carbon modelling process;
• an indicative organisational footprint covering relevant Scope 1, Scope 2 and Scope 3 emission sources;
• a summary of the principal emissions areas identified;
• an NCZ Blue Award for the applicable reporting period;
• clear guidance on suitable next steps.

Important distinction

Blue is a modelled estimate rather than a fully evidenced organisational greenhouse-gas inventory. It provides awareness and direction, but should not be presented as externally verified reporting or as evidence that the organisation has achieved carbon neutrality or net zero.

Why it matters

Blue gives smaller organisations an accessible and credible starting point. It makes carbon visible, encourages internal ownership and creates a route into more structured reporting as the organisation’s needs develop.

2. Silver Award: Building structured reporting capability

Purpose

To help organisations establish repeatable Scope 1, Scope 2 and Scope 3 reporting using the NCZ platform, while retaining responsibility for their own data submission.

Silver is designed for organisations that want a more detailed footprint and a consistent annual reporting process but do not yet require specialist verification of the underlying evidence. The organisation captures and submits its activity data through the NCZ platform using recognised greenhouse gas accounting principles.

What the Silver Award provides as standard

• access to the NCZ platform and structured data capture tools;
• a self reported organisational footprint covering relevant Scope 1, Scope 2 and Scope 3 categories;
• definition of key emissions sources and reporting boundaries;
• a repeatable methodology that can be updated annually;
• a carbon report and NCZ Silver Award for the applicable reporting period;
• a clearer evidence base for internal decision making and future progression.

Important distinction

The information at Silver is provided by the client and is not externally verified by NCZ’s carbon measurement specialists. Silver therefore demonstrates structured self reporting, rather than externally verified carbon reporting.

Why it matters

Silver builds internal capability and reporting consistency. It is particularly valuable for organisations that need to move beyond a simple estimate, understand the practical requirements of carbon accounting and prepare for Gold Certification.

3. Gold Certification: Establishing credible organisational reporting and reduction planning

Purpose

To provide a robust organisational greenhouse gas inventory, externally verified by a carbon measurement specialist, together with a formal Carbon Reduction Plan.

Gold is the core NCZ certification level for organisations that need a credible and defensible account of their Scope 1, Scope 2 and relevant Scope 3 emissions. NCZ’s carbon measurement specialists review the underlying information, evidence, boundaries, assumptions and calculation methods.

The resulting organisational footprint is prepared in alignment with ISO 14064-1 and the GHG Protocol. Gold also includes a Carbon Reduction Plan structured to address the current requirements of PPN 006, subject to the client approving, signing and publishing the final plan where required.

What Gold Certification provides as standard

• a defined organisational and operational reporting boundary;
• a full Scope 1, Scope 2 and Scope 3 greenhouse gas inventory;

Scope 3 at Gold

Where supplier specific primary information is not available, relevant purchased goods and services emissions can be estimated using recognised and compliant spend based or other secondary data methodologies. This provides a consistent baseline and identifies the areas in which supplier engagement is likely to create the greatest value.

Why it matters

Gold gives organisations a credible foundation from which to manage emissions, answer stakeholder questions and support procurement submissions. It establishes the verified baseline, governance and reduction plan needed to demonstrate meaningful progress over time.

4. Platinum Certification: Advancing Scope 3 management through supplier engagement

Purpose

To build on Gold Certification by actively engaging the supply chain, improving the quality of Scope 3 information and creating a structured programme for supplier led decarbonisation.

For many organisations, the largest proportion of the footprint sits within purchased goods, services and other value chain activities. Platinum is designed to move the organisation beyond relying solely on secondary estimates by introducing direct supplier engagement, data quality assessment and targeted improvement.

NCZ works with the client and its selected suppliers to request relevant emissions information, understand supplier maturity and progressively improve the proportion of the footprint supported by supplier specific data.

What Platinum Certification provides as standard

• all standard Gold Certification deliverables;
• a structured supplier engagement programme focused on material Scope 3 categories;
• supplier data requests and onboarding through the NCZ process;
• monitoring of supplier response and engagement levels;
• assessment of supplier provided information for relevance, completeness and data quality;
• progressive use of supplier specific data where it is sufficiently robust;
• reporting on supplier participation, data coverage and data quality improvement;
• identification of priority suppliers or categories for future engagement and reduction;
• annual review of progress in organisational emissions, relevant intensity measures, supplier coverage and programme maturity;
• NCZ Platinum Certification for the applicable reporting period.

Important distinction

Supplier provided information is not assumed to be more accurate simply because it is primary data. NCZ assesses its quality and suitability before it is used to replace or refine existing estimates. Platinum assesses progress using a balanced view of emissions performance, data quality, supplier participation and management maturity.

Why it matters

Platinum turns Scope 3 reporting into an active management programme. It provides deeper insight into the supply chain, helps focus procurement and supplier development activity and gives clients a practical mechanism through which they can influence their largest emissions sources.

Additional solutions available alongside NCZ certification

The four certification levels define the standard NCZ pathway. Organisations may also require additional support to respond to specific claims, standards, tender requirements or strategic objectives. These services are available separately so that the scope and outcome are clear.

Carbon neutrality support

Where an organisation wishes to make a carbon neutrality claim, NCZ can provide a separate solution informed by the principles and requirements of ISO 14068-1. This can include review of the relevant subject and boundary, reduction activity, treatment of residual emissions, the quality and retirement of eligible carbon credits, and the evidence needed to support a clear and transparent claim.

Carbon neutrality is not automatically included within Blue, Silver, Gold or Platinum. It is a separate outcome requiring an appropriate boundary, supporting evidence and a clearly defined claim.

Net zero alignment review & confirmation statement

NCZ can also assess whether an organisation’s existing targets, boundaries, reduction trajectory and Scope 3 strategy are aligned with recognised science based and net zero principles. The assessment can identify gaps, recommend target improvements and provide an alignment confirmation or action plan within the scope of the NCZ service.

An NCZ alignment assessment is not the same as formal target validation by the Science Based Targets initiative. Where formal SBTi validation is required, NCZ can help the organisation prepare for that process.

Specialist reporting and compliance support

Depending on client requirements, NCZ can also support:

• SECR reporting;
• ESOS compliance and energy audit coordination;
• NHS supplier carbon reporting requirements;
• contract, service or product carbon assessments;
• event and operational carbon footprints;

The NCZ delivery and verification process

The precise process varies by certification level, but the Gold and Platinum pathway normally includes the following stages.

1. Discovery and scope: NCZ confirms the purpose of the work, organisational boundary, reporting period, relevant entities, operational activities and intended uses of the report.
2. Data collection: The client provides activity data and supporting information, which may include energy, fuels, vehicles, travel, waste, water, procurement and other relevant Scope 3 inputs.
3. Data review and clarification: An NCZ carbon measurement specialist checks the information for completeness, consistency and plausibility, records assumptions and exclusions, and raises queries where evidence or explanation is required.
4. Calculation and quality assessment: Emissions are calculated using appropriate recognised factors and methodologies. Data quality and material estimation methods are considered and documented.
5. Reporting and reduction planning: NCZ prepares the organisational footprint and, at Gold and Platinum, develops the Carbon Reduction Plan and recommended improvement priorities.
6. Client approval and certification: The client reviews and approves the final information. NCZ then issues the applicable award or certification for the defined reporting period and boundary.
7. Annual maturity and improvement: At renewal, NCZ updates the footprint, tracks relevant changes, reviews progress and helps the organisation identify the next practical stage of its carbon management journey.

What NCZ certification confirms

• the level of carbon measurement and management completed within the defined scope;
• the reporting period and organisational boundary to which the award or certification applies;
• the standard deliverables completed at that certification level;
• at Gold and Platinum, that the report and supporting information have been reviewed by a carbon measurement specialist.
